Ask Costa Rican Congressmen to Say no to Animal Cruelty!

A popular initiative has been presented to the Costa Rican congress. This new legislation addresses animal cruelty with harsher penalties, as well as promoting the education of communities on the importance of animal welfare. If it's passed, it will help us fight against animal cruelty and negligence cases.

However, the project faces the opposition of the animal production sector, which wishes to amend its language and weaken its impact. Although originally scheduled to be voted during the first quarter of 2014, the initiative has now been withdrawn from the legislative agenda, and may be shelved indefinitely.

Help animals by asking the Legislative Assembly to vote and approve the new legislation in its current form now.

I was pleased to learn that a popular initiative project to penalize animal cruelty was presented to the Costa Rican Congress, and that it is currently being debated. I truly believe that this initiative represents an unprecedented opportunity for the country to take a firm stance against animal cruelty in all its forms.

However, I recently learned that the animal production sector is calling for the initiative to be amended, which would weaken its content and ultimately, its impact. No less disturbing is the fact that the project has now been withdrawn from the legislative agenda, with no clear indication of when it might be brought back for discussions and vote.

Many studies in psychology, sociology, and criminology in the past 25 years have demonstrated that violent offenders frequently have childhood and adolescent histories of serious and repeated animal cruelty.

Costa Rica takes great pride in being a forward thinking country, with a longstanding tradition for peace. It is time for the country to live up to that tradition once more by approving this important legislation legislation in its original form, which is the only way to ensure that its effect is not diminished.

Me complace saber que un proyecto de iniciativa popular para penalizar la crueldad hacia los animales fue presentado ante la Asamblea Legislativa de Costa Rica y que está siendo debatido actualmente. De verdad creo que esta iniciativa representa una oportunidad sin precedentes para el país de tomar una posición firme en contra de la crueldad hacia los animales en todas sus formas.

Sin embargo, supe recientemente que algunos productores están solicitando que se modifique la iniciativa, lo cual debilitaría su contenido y en última instancia, sus alcances. No menos preocupante es el hecho de que el proyecto ha sido retirado de la agenda legislativa, sin que exista ningún indicio acerca de cuándo pueda ser convocado de nuevo para su discusión y votación.  
 
Infligir sufrimiento a un ser viviente es incorrecto. La crueldad intencional es de especial cuidado ya que es un signo de inestabilidad emocional y con frecuencia indica que una persona ha sido víctima de violencia o de que podría estar predispuesta a cometer actos violentos.
Muchos estudios de psicología, sociología y criminología de los últimos 25 años han demostrado que los infractores violentos frecuentemente tienen un historial de crueldad crónica hacia los animales en su niñez y adolescencia.

Costa Rica se enorgullece de ser un país de visión moderna, con una larga tradición pacifista. Es hora de que el país honre una vez más esa tradición con la aprobación de esta importante legislación en su versión original, que es la única forma de garantizar que su impacto no se vea disminuido.
